Appointment of academic and administrative personnel was a function of the Board of Trustees of the Rockefeller Institute. During the early years,, non-academic personnel was handled informally by the Business Manager in consultation with Simon Flexner. As the size of the staff increased, this became a function of the Assistant Business Manager. In 1955 the position of Personnel Supervisor was established.
